(1969)"},"content":{"rendered":"<p><strong>Unrest in the Southwest<\/strong><\/p>\n<p>Source: Plain Brown Watermelon, Bellaire High School Newspaper, Oct. 1969, Vol 1, #1<\/p>\n<p>Things are bubbling out there in the<br \/>\nsouthwest area high schools. Here&#8217;s a brief, and admittedly<br \/>\nincomplete rundown on a few incidents which occurred during he last<br \/>\ntwo weeks.<\/p>\n<p>At Bellaire a student council sponsored<br \/>\nreferendum was presented to the student body on hair and dress<br \/>\nregulations.  The question was, who should have the right to make<br \/>\nthose decisions: the administration, the student council, or the<br \/>\nindividual?  The result of the referendum (representing only about<br \/>\ntwo-thirds of the enrollment since some teachers refused to hand out<br \/>\nthe ballots) was as fallows: 1,520 for the individual, 750 for the<br \/>\nstudent council, 450 for the administration.  In response, Bellaire<br \/>\nPrincipal Harlan Andrews declared the referendum null and void,<br \/>\n,saying that it had not been authorized by him.  Only a week before<br \/>\nAndrews had been urging students to channel their grievances through<br \/>\nthe student council.<\/p>\n<p>Leafletting has occurred at almost all<br \/>\nsouthwest high schools.  The most frequent point of dissent is the<br \/>\nhair and dress code, but as little ground is gained in this fight the<br \/>\nrange of issues invariably broadens.  At Spring Woods a test case is<br \/>\nbeing prepared to challenge the constitutionality of grooming<br \/>\nrestrictions.<\/p>\n<p>Though there have been numerous<br \/>\nexpulsions and suspensions, the only reported arrest took place<br \/>\nbefore school in the cafeteria at Madison High School.  Madison<br \/>\nstudents had requested help from Bellaire in preparing and<br \/>\ndistributing leaflets, and on Wednesday of last week two Bellaire<br \/>\nstudents, a boy and a girl were busted for leafletting at Madison.<br \/>\nThe girl was later released as a juvenile, but the boy, <a href=search.php?type=stories&#038;author=Harrell%20Graham><strong>Harrell<br \/>\nGraham<\/strong><\/a>, was charged with trespassing and loitering.
